New Conservation and Western Judgment
Since the historic signing of the 2008 agreement between Western, the San Bernardino Valley Municipal Water District (Valley District) and the San Bernardino Valley Water Conservation District for use of their water storage facilities to recharge water stored behind the Seven Oaks Dam, the Santa Ana River Water Rights continues to be a focal point for Western’s water resource management and planning. This water normally flows into the Santa Ana River and out to sea. Western has been working closely with Valley District in 2011 and ’12 to maintain the water rights that are being severely threatened by the U.S. Department of Fish & Wildlife Service (USFWS) for further protection of the Santa Ana Sucker’s habitat. This program, phased in through 2020, will focus on recharging groundwater basins in San Bernardino, Colton and Riverside. Approximately 25 percent of the new water conserved accrues to Riverside Public Utilities.
