WATER METER REPLACEMENT PROJECT – PHASE II
SPECIFICATION W-292
The Western Municipal Water District (“District”) will receive sealed bids plainly marked on the
outside “SEALED BID FOR WATER METER REPLACEMENT PROJECT – PHASE II - DO NOT OPEN WITH REGULAR MAIL”
for the WATER METER REPLACEMENT PROJECT
– PHASE II - SPECIFICATION NUMBER W-292 project (“Project”) from qualified Bidders to be mailed and
received at 14205 Meridian Parkway, Riverside, CA no later than December 14, 2020 at 2:00 P.M. at
which time or thereafter, said Bids will be opened and read aloud through a public Zoom meeting for
all bidders to call into. Information on Zoom meeting will be sent to all registered “Plan Holders”
listed on PlanetBids for this Project at least 72 hours prior to the Bid submission deadline.
Due to COVID-19 precautionary measures, the District has closed public access to the District’s
building. As such, Bids must be submitted via mail ONLY. Bids submitted by any other method will
not be accepted or opened. It is the Bidder’s sole responsibility to ensure that their Bid arrives
on time prior to the Bid submission deadline.
Bids received after this time will be returned unopened. Bids must be submitted on the District’s
Bid Forms. Electronically submitted bids will not be allowed. Bids shall be valid for ninety-five
(95) calendar days after the Bid opening date.
The Engineer’s opinion of probable cost is $463,000 (only Items 101 – 107 on Bid Schedule).

Registered vendors may electronically download Contract Documents for no cost. District will not
provide paper copies. All bidders shall register as a “Plan Holder” by downloading the Contract
Documents from PlanetBids. The “Plan Holder List” will be posted on Western’s PlanetBids site.
Only registered Plan Holders will be notified of addenda to the Contract Documents. The District
may also make unofficial copies of the Contract Documents available for review at one or more plan
rooms.
Cashier’s check, or a Bid Bond in favor of the n amount not less than ten percent (10%) of the
submitted Total Bid Price.
A MANDATORY Pre-Bid Conference will be held on the following date and time: November 20, 2020 at
12:00 P.M. through a public Zoom meeting for all bidders to call into. Information on the Zoom
meeting will be sent to all registered “Plan Holders” listed on PlanetBids for this Project at
least 72 hours prior to the Pre-Bid Conference. Each and every Bidder must attend the Pre-Bid
Conference. Bids WILL NOT be accepted from any Bidder who did not attend the Pre-Bid Conference.
Each Bid shall be accompanied by the security referred to in the Contract Documents, the non-
collusion declaration, the list of proposed subcontractors, and all additional documentation
required by the Instructions to Bidders.
The successful Bidder will be required to furnish the District with a Performance Bond equal to one
hundred percent (100%) of the successful Bid, and a Payment (Labor and Materials) Bond equal to one
hundred percent (100%) of the successful Bid, prior to execution of the Contract. All bonds are to
be secured from a surety that meets all of the State of California bonding requirements, as defined
in Code of Civil Procedure Section 995.120, and is admitted by the State of California. The cost of
said bonds shall be included in the Bid amount. Pursuant to Public Contract Code Section 22300, the
successful Bidder may substitute certain securities for funds withheld by District to ensure its
performance under the Contract.
The Department of Industrial Relations has determined the general prevailing rate of per diem wages
in the locality in which this work is to be performed for each craft or type of worker needed to
execute the Contract which will be awarded to the successful Bidder, copies of which are provided
in Appendix A. The successful Bidder and all subcontractor(s) under him, shall comply with all
applicable Labor Code provisions, which include, but are not limited to the payment of not less
than the required prevailing rates to all workers employed by them in the execution of the
Contract, the employment of apprentices, the hours of labor and the debarment of contractors and
subcontractors
Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to
bid on, be listed in a bid proposal, or enter into a contract to perform public work must be
registered with the Department of Industrial Relations. No Bid will be accepted nor any contract
entered into without proof of the contractor’s and subcontractors’ current registration with the
Department of Industrial Relations to perform public work. If awarded a contract, the Bidder and
its subcontractors, of any tier, shall maintain active registration with the Department of
Industrial Relations for the duration of the Project. Notwithstanding the foregoing, the contractor
registration requirements mandated by Labor Code Sections 1725.5 and 1771.1 shall not apply to work
performed on a public works project that is exempt pursuant to the small project exemption
specified in Labor Code Sections 1725.5 and 1771.1.
This Project is subject to compliance monitoring and enforcement by the Department of Industrial
Relations. In bidding on this project, it shall be the Bidder’s sole responsibility to evaluate and
include the cost of complying with all labor compliance requirements under this contract and
applicable law in its bid.
Each Bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall
be licensed in the following appropriate classification(s) of contractor’s license(s), for the Work
Bid upon, and must maintain the license(s) throughout the duration of the Contract: CLASS A General
Engineering Classification, a C34 or C36 license.
Pursuant to Public Contract Code Section 3400(b), if the District may make findings designating
certain materials, products, things, or services by specific brand or trade name, if such findings
have been made for this Project, the findings and the materials, products, things, or services and
their specific brand or trade names will be set forth in the Special Conditions.
The District shall award the Contract for the Project to the lowest responsive, responsible Bidder
as on the basis of the base Bid alone by the District. The District reserves the right to reject
any or all Bids or to waive any irregularities or informalities in any Bids or in the Bidding
process.

SPECIAL NOTICE ABOUT COVID-19: By submitting a Bid for this work, Bidder agrees to proceed with the
work as proposed and to execute the contract in the form provided. Any conditions, caveats, or
force majeure notices submitted with a bid will not be accepted and may result in a determination
that the bid is non-responsive. Any such conditions, caveats, or notices submitted after award may
result in the forfeiture of Bidder’s bid security and award to the next lowest bidder. Bidders
shall comply with all governmental requirements for safety during the COVID-19 pandemic, including
but not limited to orders and guidance of the California Department of Public Health, orders and
guidelines of Cal/OSHA, and orders of the public health officer of the County of Riverside. The
costs of adhering to and complying with such COVID-19 safety measures shall be the responsibility
of the bidders and shall be included and incorporated into their respective bid amounts.
